Reporting to the Head of Medical Insurance, the Manager, Contracting and Partnership Management will be responsible for coordinating all activities related to the awarding process and management of medical and pharmaceutical partnership contracts.

Key Duties and Responsibilities
Coordinate the medical and pharmaceutical partnerships need assessment and preparation of related reports.
Review calls for application to Health Service Provider interested in partnership with RSSB.
Coordinate the assessment of submitted application files, identify eligible applicants and review related reports.
Coordinate visits of shortlisted health service providers for technical assessment and ensure related reports are prepared.
Coordinate negotiation, preparation and signing of partnership contracts with successful applicants.
Monitor the execution of partnership contracts with Health Service Providers and ensure adherence to contract obligation.
Coordinate the preparation and the review of eligibility criteria for partnership.
Lead the elaboration of contracting and partnership management related policies and regulations and follow up their approval.
Ensure good relationships with potential health facilities and existing partners.
Maintain records for correspondence and documentation in relation to established contracts and those in progress.
Communicate and present information to stakeholders about all contract-related matters.
Monitor contracts and move forward with close-out, extension or renewal according to set rules and regulations.
Ensure the health service providers and practitioners are registered and align with the rules and regulations.
Coordinate the preparation of meetings between RSSB and Health Service Providers.
In collaboration with the Human Capital function, participate in the recruitment, management and evaluation of staff under his/her supervision Lead in the preparation and the implementation of the strategic and annual business work plans and related budgets for the function.
Maintain effective working relationships with internal and external stakeholders to promote RSSB image.
Coordinate the preparation and ensure timely submission of periodic and annual reports of the function as required.
Perform any other duties related to Contracting and Partnership Management function as may be assigned from time to time.
Key Qualifications and Experience
The successful candidate must have at least:
Master’s Degree in a Clinical Medicine Field, Pharmacy, Public Health, Healthcare Administration, Hospital Management, Health Sciences, Business Administration, Public Administration, Law or any other relevant field preferably with 4 years’ relevant experience, 2 of which should have been in supervisory role

Develop CBHI counter verification policies and procedures and ensure their successful implementation
Elaborate and regularly review requirements and criteria for counter verification of CBHI invoices
Assess CBHI medical verification reports and identify CBHI invoices suspected of fraud
Select CBHI invoices qualified for counter verification
Receive and review counter verification of the voucher report comparatively with tariffs or others related document
In collaboration with relevant internal and external stakeholders, coordinate activities related prevention, detection and investigation of fraud and prepare reports accordingly
Analyse incidents reports and prepare related reports
Support medical counter verification activity in RSSB branches if need be
Ensure timely preparation and submission of reports of the Counter Verification function

Coordinate activities related to facilitation of access to health care services by CBHI beneficiaries
Coordinate verification and reconciliation activities and ensure preparation of CBHI verification reports

Initiate payment of approved medical invoices to health service providers
Analyse the Utilisation of Medical Services (UTMS) by CBHI Beneficiaries and respond to requests of new services to be reimbursed
Organise all activities of the CBHI Benefits function to ensure the effective and efficient delivery of customer service to CBHI members and partners
Ensure the compliance to the standards by medical providers and CBHI Beneficiaries
Analyse the costs of medical services and propose cost containment strategies
Work with stakeholders to refine medical benefits package and update standards operating procedures manuals

Key Duties and Responsibilities
Elaborate eligibility criteria for affiliation of retirees and employees from the private sector
Oversee processing of membership application files from retirees and the private sector and ensure it is completed in a timely manner
Ensure continuous monitoring of the minimum standards to be kept by affiliates from private companies
Coordinate investigations in the case of suspected fraud cases and raise concerns over suspected red flags in the voluntary membership affiliation
Monitor voluntary post-retirement medical affiliation, report any suspected fraud or abuse cases and advise on the way forward
Oversee monitoring of private sector members’ adherence to relevant laws and regulations
Conduct random visits to ensure all members have provided correct information on their employment details
Ensure timely processing of voluntary membership application in accordance to applicable rules and regulations and to RSSB service charter
Provide advice and guidance to the Head on emerging issues, risks, and the implementation of changes required on policy matters
Participate in the development and review of policies and regulations related to affiliation of members to the medical scheme
Maintain effective working relationships with internal and external stakeholders to promote RSSB image

Roles & Responsibilities
Update the public on their rights and obligations in relation to Community Based health insurance (CBHI).
Develop, review and implement an annual mobilisation plan to raise public awareness on Community Based health insurance (CBHI) and its benefits
Prepare and coordinate CBHI mobilisation activities including awareness campaigns, media and other communication channels
Coordinate CBHI member registration and ensure that beneficiaries’ information details and data are properly and accurately recorded, and regularly updated
Coordinate all activities related to collection of CBHI contributions and engage with the scheme’s stakeholders to enhance funding
Prepare and timely submit mobilisation and registration reports
Prepare Strategic and business action plans, procurement plan and budgets for the Mobilisation and Registration function and monitor their implementation
Prepare and update the procedure manual, guidelines, and policies to support staff in all operations
Lead and supervise all activities in the CBHI Registration Division to ensure effective and efficient functioning.
Ensure that all tools of registration are available in the right quantity, at the right time and at the right place.
Interpret and explain policies from top level management to lower level, evaluate performance of junior managers
Coordinate all activities of CBHI Section, following up and promptly responding to member requests
Collect enrolment data, perform comparative and trends analysis and advise the management on strategies to enhance CBHI coverage and performance
Coordinate activities related to prevention, detection and investigation of membership-related fraud cases and devise mitigation strategies

Ensure timely response to requests for pre-authorizations of medical services;
Provide quality service to customers in managing claims related to medical benefits (in accordance with standards set);
Collaborate with the Ministry of Health and other Stakeholders and active participation in technical working with matters pertaining to the medical benefits (Tariff of medical acts, medicines, consumables, etc. Nomenclature of medical acts & procedures, Standard treatments protocol);
Contribute to the development/updating of health benefits packages based on information from medical advisory services;
Analyze reports from medical advisory services and make recommendations with regards to maintaining the list of services from the list for pre-approval;
Participate in tariff negotiation with medical services partners and in development of list of reimbursed drugs;
Support the medical benefits teams during reconciliation with medical partners and during counter-verification of medical benefits invoices as well as medical audits;
Review the clinical guidelines, standard treatment guidelines, and protocols, identify loopholes that open to abuse of medical services and liaise with the professional societies and Ministry of health to make necessary adjustments;
Promote efficiency in health service utilisation by monitoring compliance to referral system, preference to primary health care services, and selecting most competitive providers of services and products during the approval process;

Key Duties and Responsibilities
Oversee all activities related to verification and counter verification of medical and pharmaceutical invoices and ensure strict controls on abuse of medical benefits are properly conducted
Review verification reports, analyse patterns, identify risks and give directives for conducting counter verification and field investigation
Oversee payment initiation process, preparation of benefits pay slip and approve benefits to be paid
Oversee the preparation of verification and counter verification tools and establishment of related processes and procedures
Analyse the costs of medical and pharmaceutical services and propose cost containment strategies
Participate in the elaboration of policies and procedures including Standard Operating Procedures (SOPs) related to medical scheme
Coordinate the development of the Benefits function’s strategic and operational plans and their related budgets and ensure their successful implementation
Participate in monitoring and handling of subrogation cases
Participate in fraud management including fraud prevention, detection, investigation and recommendation of action to be taken by competent authorities
Coordinate and approve response to request letters from partners and claims according to client charter
Participate in meetings and consultations with medical partners
Coordinate reports/data analysis and recommend practical ways of data quality improvements
Coordinate the preparation and timely submission of periodic and annual reports of the Benefits function
In collaboration with the Human Capital function, participate in the recruitment, management and evaluation of staff under his/her supervision
Engage with relevant internal and external stakeholders in the course of work while upholding and promoting RSSB’s image
Actively lead in participation in various meetings (internal and external forums) and provide comments/ opinions on matters affecting or concerning the function
Perform any other duties related to the Benefits function as may be assigned from time to time
Key Qualifications, Experience and Competencies
The successful candidate must have at least:
Master’s Degree in a Clinical Medicine Field, Pharmacy, Health Economics, Public Health, Health Administration, Hospital Management, Health Sciences, Insurance, Actuarial Science, Economics, Business Administration or any other relevant field preferably with 4 years’ relevant experience, 2 of which should have been in a senior officer role

Bachelor’s Degree in Medicine, Pharmacy, Public Health, Health Administration, Hospital Management, Health Sciences, Insurance, Actuarial Science, Economics, Business Administration or any other relevant field preferably with 6 years’ relevant experience, 2 of which should have been in a senior officer role

Key Duties and Responsibilities
Oversee the application of EjoHeza pension benefits, claims and verification processes, rules, policies, and regulations
Identify all risks in the function and make the suggestions of improving EjoHeza benefits for members
Provide business requirements for the development/improvement of EjoHeza claims management system and ensure optimal handling of all claims
Investigate all issues related to claims and provide required training to all staff involved in claims handling
Oversee claims verification activity and approve benefits to be paid to rightful members ensuring compliance with relevant policies and laws
Provide support to on-hold claim files and manage all payment cycle to ensure compliance with policy and legal requirements
Analyse all claims to ensure optimal quality and prepare reports for various business units and provide report to management
Attend to internal and external audit queries related to claims issues and ensure the implementation of audit recommendations
Oversee accuracy and timely payments of benefits to the eligible beneficiaries and ensure that the service delivery standards set for the function are adhered to
Lead the elaboration of the strategic and annual business work plans and their related budgets
Coordinate the implementation of plans for the function and report on specific key performance indicators detailed in the function’s strategic and business plans
Ensure the execution of institutional policies and procedures by the staff under her/his supervision
Provide advice to the Head, Ejoheza on emerging issues, risks, and the implementation of changes required in EjoHeza policy matters
Issue periodic reports on activities, significant findings, risks or benefits and recommendations
Coordinate the requests for Government incentives: Live insurance and Matching contributions.
Identify gaps and propose improvements to EjoHeza policies and procedures
Lead, manage and evaluate staff under his/her supervision
Perform any other duties related to EjoHeza Benefits function as may be assigned from time to time
Key Qualifications and Experience
The successful candidate must have at least:
Master’s Degree in Finance, Economics, Actuarial Science, Accounting, Business Management, or any other relevant field with at least 4 years’ relevant experience, 2 of which should have been in supervisory role
