From designing incentive programs to ensuring employee satisfaction and loyalty, to making sure that compensation and benefits packages are in line with industry standards and legal compliance, the Senior Officer of Compensation and Benefits is a strategic job role with a wide array of responsibilities.
Reporting to the Manager, Compensation and Benefits, the Senior Officer, Compensation & Benefits (Payroll) will be responsible for management of payroll and other related staff benefits.
About RSSB
The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realizing Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities
- Coordinate the development, implementation, and administration of staff benefits and compensation
- Oversee the preparation of staff payroll and verify its accuracy
- Ensure timely disbursement of salaries or other employee benefits
- Assist in the development, enhancement, and implementation of salary surveys and other benchmarking exercises
- Ensure payroll records are accurately maintained and regularly updated in line with data protection
- Maintain absolute discretion and maturity in handling payroll sensitive/confidential data
- Participate in payroll and benefits processing, ensuring that transactions are delivered to deadline and in accordance with regulations, policies, and procedures
- Participate in the development and implementation of compensation and benefits related policies and procedures and review payroll reports for accuracy and adjusts as necessary
- Provide advice and guidance to human capital department on the application of benefits and interpretation of applicable policies and procedures
- Coordinate the preparation of declarations for TPR, Pension, Medical, Maternity and CBHI contributions for RSSB employees
- Verify final accounts of departing staff and provide related reports
- Prepare of salary and employment certificates and ensure their timely approval
- Coordinate payroll adjustments in collaboration with the Finance function
- Conduct review of job classifications and gradings and provide recommendations to his/her supervisor
Key Qualifications and Experience
The successful candidate must have at least:
- Master’s Degree in Human Resources Management, Business Administration, Public Administration, Accounting, Finance, Management, or any other relevant field with at least 2 years relevant experience
OR
- Bachelor’s Degree in Human Resources Management, Business Administration, Public Administration, Accounting, Finance, Management, or any other relevant field with at least 4 years relevant experience

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
