This role offers a unique opportunity to be a key player in a major transformation that will drive strategic initiatives and to work closely with the RSSB Team. You will have an active role in planning and executing supply chain initiatives, warehousing and distribution, leading and managing diverse groups of personnel in the logistics arena, managing information and overseeing contracts for logistics and asset acquisition, as well as establishing and maintaining relationships and networks that enable effective support.
Reporting to the Manager of Asset Management & Logistics, the Senior Officer, Asset Management & Logistics will be responsible for performing all activities regarding asset management and logistics.
About RSSB
The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realizing Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities
- Participate in all activities related to asset acquisition planning and budgeting for all matters related to assets and logistics
- Review processes of logistics and administration procurement plan meant for acquisition of new assets
- Liaise with the user departments in the process of conducting needs assessments for required equipment
- Collaborate with the Contract Manager in the process of reviewing contracts for goods and services initiated under Administration function
- Manage RSSB fixed asset register in accordance with International Accounting Standard (IAS 16) and International Financial Reporting Standards (IFRSs)
- Prepare and update the Asset Management Policy and carry out the RSSB asset inventory
- Update and evaluate metrics to assess performance and implement enhancements.
- Identify, assess, and perform risk management and develop mitigation strategy
- Supervise reconciliation processes of fixed asset register and ledger account
- Perform any other duties relevant to Asset Management and Logistics as may be assigned from time to time
- Prepare and update the Asset Management Policy and carry out the RSSB asset inventory
- Prepare and disseminate needs assessment of office furniture & equipment, control and follow up the insurance and protection of all assets and properties.
- Participate in public auction exercise of RSSB assets and properties and make regular reconciliation of Asset Register and Asset Ledger Accounts
- Oversee distribution of Office furniture and equipment and making regular control of its utilization
- Carry annual revaluation with valuation committee of all RSSB assets (Investment and Administrative properties) as required by IAS 26
- Develop, prepare, coordinate, and monitor overall logistic support plans including logistics forecasting, priorities or requirements, and resolution of urgent operational needs.
Key Qualifications and Experience
The successful candidate must have at least:
- Master’s’ Degree in Accounting, Finance, Procurement, Logistics Management, Supply Chain Management, Business Administration or any other relevant field with at least 2 years relevant experience
OR
- Bachelors’ Degree in Accounting, Finance, Procurement, Logistics Management, Supply Chain Management, Business Administration, or any other relevant field with at least 4 years relevant experience

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
