As a Senior Accountant, Budgeting, you will play a pivotal role in realizing our aspirations by assisting in the coordination of all activities related to institutional budgeting. Your contributions will directly impact the financial stability and security of our members, stakeholders and the Rwandan citizens at large.

Reporting to the Manager Budget and Treasury, the Senior Accountant, Budget will be responsible for coordinating all activities related to institutional budgeting. Your responsibilities will include assisting various RSSB functions in budget preparation, reviewing and submitting consolidated budgets, verifying invoices, recording expenditures, managing advances, and much more.

 

About RSSB 

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 1.9 trillion Rwf, which is equivalent to 17% of the country’s GDP, RSSB invests in key sectors of the economy and plays a crucial role in providing up to 20% of liquidity for the financial sector. Key Duties and Responsibilities

  1. Assist different RSSB functions in preparation of their respective budgets.
  2. Review and submit to the Manager Budget and Treasury the institutional consolidated budget.
  3. Verify suppliers’ invoices and make all records regarding institutional expenditures.
  4. Record advances in the form of internal cash requisitions and justifications there on
  5. Prepare and timely record adjustment entries.
  6. Collect, edit, and compile data for budget preparation and budget revision.
  7. Coordinate the recording activity of the approved budget in the software.
  8. Ensure daily budget execution follow-up through committed expenditures on all budget lines.
  9. Coordinate the preparation of periodic and annual RSSB consolidated budget execution reports.
  10. Reconcile contractors’ accounts.
  11. Verify and process investment expenditure requests.
  12. Manage and evaluate the performance of the Accountants Budgeting
  13. Perform any other duties related to the Budgeting function as may be assigned from time to time.

 

 

Key Qualifications and Experience

The successful candidate must have at least:

  • Master’s Degree in Finance, Accounting, Economics, Business Administration with specialisation in Finance or Accounting, Commerce, or any other relevant field with at least 2 years’ experience.

OR

  • Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, Commerce, or any other relevant field with at least 4 years’ experience.

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
